Investigator is used by witness protection teams worldwide to ensure the safety of witnesses who feel threatened or intimidated. The system is used to proactively capture information on actual or possible threats, and help investigation teams provide the protection that is essential.

The Federal Witness Security Program in the United States was established in 1970, and since then more than 7,500 witnesses and more than 9,500 witness family members have entered the program and have been protected, relocated and given new identities by the U.S. Marshals Service.

In the UK, the Serious Organised Crime and Police Act (SOCPA) 2005 mandated

  • protection of all eligible persons, including witnesses, jurors, law enforcement officers, informants and family members,
  • joint protection arrangements between 2 or more protection providers
  • transfer of protection responsibility, as necessary, from one protection provider to another, and
  • ensuring that the protected person is informed of the implications of arrangements being provided for him/her.

It is recognised by most countries that witness protection programmes are essential to the furtherance of justice. However, the associated risks are significant and any law enforcement agency needs to ensure that it is adequately managing all of the potential minefields surrounding the protection of witnesses and other persons.
