Investigator was originally developed by Jade Software Corporation for the Australian Federal Police (AFP). Working closely with the AFP, the new system was designed to be highly configurable and to meet the needs of law enforcement agencies worldwide. The AFP's Law Enforcement Cooperation Program (LECP) plays a vital role in assisting foreign law enforcement agencies to deal with transnational crime, and initially Investigator was deployed by the AFP in overseas police agencies as a means of improving investigations in those countries. However as the power of Investigator became more evident, an agreement was reached between Jade and the AFP to commercialise the product and promote it to a larger marketplace. Within two years, Investigator had been installed in 18 countries, and in 6 languages. The AFP themselves now use the product, as do many other major organizations, including Australian Customs and Homeloans Management Ltd., UK.
